A PC will still be faster because you can have more than one internal SSD and far more RAM.
The last PC I built has 3 X SSD, 2 X 2TB optical disc storage drives and 32GB RAM, plus a Nvidia GT 970 or 980 I forget, with 2GB of VRAM.
From pressing the power button to fully operational is 7 seconds.......that's the beauty of having a separate SSD used only for the OS.
