It's just for simplicity, really. We thought people might get confused - you have 48 colours, but each quarter of the texture is limited to its own 16. Remember, not everyone is familiar with the 'language' of bitmaps.
If you look at the 48 colours, there aren't really that many distinct shades. Most of the colours are repeated, you just have a few more available for anti-aliasing.
