You can use the charging cable from the Vita, part of it is a standard USB cable so unplug it from the AC Adaptor and plug it into your PC with the Vita. From there go into content manager on the Vita and select copy files and you should see PC --> VITA

FYI the Vita may try to install a content manager app onto your PC, install it if it does ask and you'll be good to go!
