For me it works in any race, not only specific ones. And until I quit the game, the framerate remains steady. Actually I had a similar weird theory, but yours is actually true - I thought that after playing a Zone event the framerate improved, but I didn't realize it was pressing the Start button that did it, haha!

I don't know how the error behaved before the 1.02 patch because I didn't have the game then, but with the DLC the error always shows up just as you pass the finish line (and unfortunately, just before the game saves your progress). And it also showed up as frequently in my game as XoPachi said, about every 4th race. As I said, turning off Wi-Fi completely serves as a workaround, however it is of course no fix if it happens in an online race.
