Feisar's HQ are located in Italia, yes, but the ship is made under the banner of the European Union, hence the signification of the consortium name F.E.I.S.A.R.: Federal European Industrial Science And Research.
Its not really an all-italian ship, but a collective of European governments, investors and developers.
