JAP Pure content is wireless only ?!?

I have the Japanese WipeOut Pure, but having one hell of a time trying to got content for it. Besides the bits that are leaked onto the internet via sites like PSPUpdates, I can't get any new content.
For some reason I can't get wireless to work. I can read the menus fine, but could never get a connection. Any other peeps with the JAP WO:Pure not in Japan having this problem?

Can't wait to get my hands on the Continue and Coca-Cola content.

EDIT: A copy of the fixing steps, that is. Not of the actual download file. Sorry if that was unclear.
