Unfortunately, nobody has reverse-engineered the necessary tools at this time. The closest you can get is a long and convoluted process that involves the Paint.NET software, and the PS2 port's SDK in order to convert to PSP-compatible files.

I made the rest of 2097 ships except for Qirex model, which i downloaded back in the days we used the official web skin editor; is the owner here?

Here is Qirex from wo2097 game's cover. I've seen something like this was created long ago (page 11 of this thread) but i wasn't able to find the skin, so i made my own version.
