My roommate has a PS3 and I was thinking of making a profile and purchasing a digital copy, my main concern is whether PSN is like Steam where it would allow me to carry my game(s) over should I decide to buy my own PS3 at some point.

If you buy it on your own account, then yes, you can install it on a new ps3 any time by simply re-downloading it from the PSN store after signing into your account on the new PS3, games digitally purchased are linked to your account and not your ps3

what cipher said, but make sure to deactivate your account on your friends ps3 first. not just deletion, you need to deactivate it manually in account management, otherwise you'll loose an activation. psn allows you to have your account active on up to 2 ps3s at the same time.
