RF/S-VHS converter

does anybody have any suggestions of a converter for RF/S-VHS -VGA/D-SUB i'm moving away to uni and won't watch any TV so does anybody know of a converter that does not contain a tuner that i can use with my moniter to run my PS (yes one of the original bricks :D ) to avoid having to get a TV licence just so i can use my PS?
